Short description of the background and assignment
DBC-Onderhoud is responsible for developing and maintaining casemix systems for hospitals and GGZ in the Netherlands. Every year a complex process starts that results in a new casemix for the coming year. Although seemingly routine, creating a new casemix is quite complex. At the same time more and more control is required. The latter is felt by the presence of external auditors working for the government.


Responsibilites
I was responsible to model a master PFD+ for developing and maintaining the casemix systems and to lower the threshold for working according their own Project Management Quality System while at the same time raising the bar of the Project Management Quality System.

Challenges
  • The master PFD+ must be audit proof
  • Although people are doing their work for years, they find it hard to explain what they do
  • Flexibility is essential to deal with the external politics
  • The working culture and management matches that of early 2008; easy-going, far from business-like
Achievements
  • Intuitively and very visibly unlocking their Project Management Quality System via intranet
  • Understanding and translating the criteria of the external auditors
  • Helping people to understand and improve the way they execute their projects
Learning Experiences
The Project Management Quality System was already of good quality, it needed only an update due to the audit requirements. However, very few people like to read manuals, many more like to click on flowcharts to learn what the process is about and what templates to use.
Even though people are doing for years a job, they find it hard to describe the process of how they work. Let alone what the dependencies are. The PFD+ again works very well.
